Most, if not all federal employees, are members of unions. Who do the unions favor? Exactly. It's not the GOP. Whenever someone says "the administration", or the DoD, or State, whatever, always keep in mind the union affiliation of the employees involved, whenever they do something that makes no sense to your conservative mind.
