When Justice Stevens wrote the decision in this travesty, he said â€œThe city has carefully formulated an economic development plan that it believes will provide appreciable benefits to the communityâ€¦â€ Now look what the situation has degenerated to. â€œCarefully formulatedâ€ indeed.
