		<description>That's what I thought.  It sounds like the closest apples-to-apples comparison is between the EU as a whole and the US definitions.

The whining I had heard generally involved the exclusion of discouraged parties.  Since the EU has a similar, even functionally equivalent definition, they will, as you say, have to sample a new whine.</description>
