I suspect that Irish and Indian universities don't have the ambiguous to non-existent missions that so many of our universities have.</description>

		<description>I don't see any mention of the reason why it's the technology industry that's on the rise in Ireland.  Over the last decade, Ireland has heavily nationalized it's education system.  There is a strong initiative at the national level to educate its citizens at the post-secondary level.  It's no coincidence that the knowledge industries are on the move in Ireland as well as India; another country focused on federalized education.</description>
