#1, under your risk-averse philosophy, nothing new would ever get introduced, because after all, even if it's totally safe when properly used, it might get used improperly, and if we can't guarantee that it will never be improperly used, we should ban it. Baloney.

Mosquitoes are bad. No question. DDT is effective against mosquitoes, again, no question. The reason that DDT was banned years ago is that it really does have very negative long term effects on other organisms.

Protecting people is important - but one cannot wave away the (truly, very)negative effects of reintroducing the use of DDT. I'm not saying don't do it - I'm just saying that while the greater good mitigates toward the use of DDT to protect people from mosquitoes, society needs to be honest that because of its use, there will be problems with bird eggs and other secondary effects.

DDT was way over applied back when it became environmental public enemy number 1 - the genesis of "The Silent Spring", etc. Who realistically believes that, in 3rd World countries where mosquito problems are the most dangerous, it won't be misused again? It will, and we all know it. "Let's see. If a pound per acre is good, then 10 pounds will be better, right?" It will happen - so let's admit it and prepare for it.
