		<description>Even at second highest Michigan's tax rate will ensure they continue to slide economically.  Why would any company consider moving to Michigan or starting a plant there?

Everyone should mail a pocket copy of the Constitution to Brown's and Voinovich's office with a suggestion that the senator read it since they obviously haven't lately.  What embarrassments.  Brown has an excuse.  He's a Democrat we don't expect the Constitution to mean much to him.  What's Voinovich's excuse?</description>
