Fox's headline is misleading as h*ll, but they seem to be alone in using it. AP's raw headline, at least at the moment, is "Construction Spending Dives in January."

What you got to is seasonally adjusted. What AP is reporting as "slashes" is a normal not-seasonally-adjusted slowdown due to winter weather, which of course happens every year. In fact, since the winter is in some areas of the US the worst in 40 years, you'd expect the slowdown to be greater. Zheesh.
