		<description>This will have interesting reprecussions, I would assume by December, most of those people will have made a calculation if it is cheaper to move across the border or pay the $380/month min. for health insurance.  I also am curious to know what this determination is as to one's ability to pay for health insurance???  Is it a fixed dollar cut off? Does it take into account a person's real living expenses or are they low balling them with some contrived average? And is it indexed for inflation?</description>
