		<description>Europe&#039;s population decline was predicted years ago and I submit was part and parcel of their Kyoto calculus.  They were just off several years, they figured more like 2012 they would be back to 1990 levels of population, the coincidentally the very same year of the Kyoto targets.  The only thing that delayed the population decline was illegal immigration of people from the ME.  In the European system, once a person sets foot on their soil they become a refugee in need of government benes.  National energy consumption is proportional to population change.</description>
